, a deadly mix in chicago that's getting more dire by the day. the city marked a grim milestone this week, 500 murders so far this year. it was a shooting on the city's west side thursday that pushed the number to 500. police say a 40-year-old man was shot in the head outside a convenience store. another troubling number, 270, that's the number of children who have been killed by guns in chicago in the last five years. back to this year's 500 homicides. that's up 50% from last year. it is the highest the murder rate has been in the city since 2008. it was 512 then. what's going on here? some say it's a police problem, that chicago police are simply outnumbered and outgunned. unable to handle the influx of kids who want to kill kids to make some cash or to climb the social ladder in chicago gang life. or is it a gun problem? the city has some of the toughest laws on the books. but the chicago police department says 87% of the homicides this year are a result of gun violence. so let's talk. joining me tonight for this conversation, t.o. hardiman. and harold pollock joins us as well. welcome

ginger zee. ginger, good evening. >> good evening, david. it's blustery here in the city. in other places, they'll pick up 2 or 6 inches of snow. just wait. this is all on top of some spots that saw record numbers this week. as millions of us return from family gatherings or for new festivities, another snowstorm is thwarted our track. in king of push sha, they were skidding. near harrisburg, pennsylvania, two tractor-trailers crashed. slowing traffic to a crawl. the speed limit on about 300 miles of the pennsylvania turnpike was shaved to 45 miles per hour. hundreds of flights were canceled. delays from philadelphia to those stranded at the airports. in scranton, pennsylvania. in yankee stadium, a sloppy mess for syracuse and byu in that pinstripe bowl. here in syracuse, another winter blast. no break from all of this storm. almost a foot fell on thursday and now a couple more inches falling today. we have our ruler here, about 12 inches of snow on the ground. now, we're used to snow syracuse. but we haven't seen this much on the ground in two years. >> reporter: for most, the snow is mo

with lindsey graham and nine fine stein. check your -- diane feinstein. >> heather: new york city police have a woman in custody who they believe killed a man by pushing him in front of an oncoming subway train. they released this video of the suspect fleeing the scene. police say she is 31-year-old erica menendez of the bronks and she made statements incriminating herself. she told them she mated hinn bow dues and muslims. wins say that she was muttering to herself before shoving the victim onto the tracks. he was a 46-year-old man who lived in new york city, but originally from india. however, it's unclear whether he was hindu or muslim. criminal charges are pending against menendez. but no word if she will be charged with a hate crime. >> kelly: thank you. meanwhile, overseas in france, a court striking down a 75% income tax rate on its richest citizens, saying it's excessive, unfair and unconstitutional. the ruling is a big blow to the president who had promised during his campaign to raise taxes on the wealthy. katherine field is a correspondent for global radio news and joins us live on

city, cold for albany, into boston, even into new hampshire. temperatures are going to be cold tonight, down into the teens for the most part. vermont, you did very well. i know that depends on your point of view, but for killington, for sugar bush, for the ski resorts there, almost two feet of new snow in a place that has been very hard hit by a lack of snow the past couple years. but in vermont so far, 21 inches of snow. tomorrow, we get another storm that moves up to the northeast, believe it or not, right up to new york. it's going to be a storm that runs right along the spine of 32 degree weather. so could even see some ice and sleet from memphis back up to new york city by saturday. it's a storm that's going to start in the south, just like the last one did. i don't expect severe weather, just rain here with this one, but then as it runs up the northeast coast, almost a nor'easter but not quite, we will see snow even into new york city. by saturday night, it could be three inches, and at least it's good that it's saturday and not on a friday or monday when you're trying to get so

york city very heavy rain and very gusty winds. that is part of the problem with this storm and has been since the beginning. we are seeing the swaths of snow but the winds are so strong. in the last three hours 40 mile per hour wind gusts in new york city. so again, the snow cheering out of illinois and indiana but look at what it has left behind. in areas of illinois, 18 inches. in indy, 7 inches, kentucky, 4 inches. and here's what's left of it. the whole storm lifting to the north. upstate and western new york getting 5 to 9 inches of snow. nine to 12 inches in northern new york and the green and white mountains of new hampshire. >> and of course all anybody wants to know is when can we expect to see the weather improve around the country? >> it will. it is going to improve. we are going to watch this move. here is the area of low pressure we are watching. here's the time stamp tonight at 10:00. right on the money. here is where that low pressure is right over washington where is it an but it is going to the north. much of pennsylvania by tomorrow morning is clear by 6:00 a.m. n

is already in place in many cities in the united states, and i think should be spread even further. and it often goes under the popular term hotspots policing. policing has been shown to reduce what you referred to earlier as average gun violence if any gun violence could be said to be average. that is to say enhancing police patrols in those neighborhoods or even smaller areas of the city where gun violence is highly concentrated, typically during the night and evening hours, that's been shown to reduce firearm violence and incidentally without spreading it to adjoining areas. the research literature is very clear on that, my own city of st. louis recently implemented such a program and experienced very substantial declines in gun violence where the program was implemented. so policy number one for reducing our largest gun violence problem, which is the problem of typically two young men in a dispute. one or both of whom are arms, one kills or severely injures the other. we do know how to reduce that problem. we're not going to eliminate it, but it's important to keep in mind that
